its unlimited becuase konami wants to promote the sneak peak turnout and promote buying of tins.
if u think about it, sneak peak only comes around once per set, and tins rnt always going to be available, yet boxes will always be there for you to buy. its basically konamis way of drawing the crowd out to sneaks, and make money cuz the packs will be 1st during sneaks.
