Aurkus' Effect confuses me

Aurkus' effect says that "Lightsworn Monsters cannot be targeted by effects" in this case what i want to know is, if he is face up on the field and his effect is stopping Lightsworn Monsters from being targeted by effects can you still use cards that target Lightsworns? what i mean is because of Aurkus you shouldnt be able to use any card that targets Lightsworns on the field or in the graveyard. for example you shouldnt be able to use Monster Reborn or Monster Reincarnation on any Lightsworn Monster in the graveyard. You also would not be able to use Luminas effect to special summon a monster since her effect targets a monster to bring back. One more thing is would you be able to Bottomless a Lightsworn Monster while Aurkus is on the field?

Arkus, while face up on the field, prevents ANY lightsworn monster from being targeted. It doesn't specify where it's targeted, so you can't target a Lightsworn for Monster Reborn, or with Lumina's effect.

Bottomless Trap Hole does not target, therefore a Lightsworn monster can be destroyed by Bottomless while Arkus is face up on the field.

Note that Arkus does not negate effects that target Lightsworns, so if you target a Lighsworn and somehow Arkus appears face up on the field, the effect will still apply to the targeted Lighsworn.
