omg im confused... GB vs phoenix wing wind blast

If sending laquari back to the deck is a cost, is it possible for my opponent to phoenix wing wind blast laquari so i can't tag out?

online dueling sucks cuz i cant slap people in the face... even if they are right. lol

and also royal oppression.
if i declare AND return laquari back to the deck and then they flip over royal oppression it doesnt affect me right?
they said that laquari returns to the deck and nothing comes out.
BUT
i was told you activate royal oppression on the monster that activates the special summon.

Your opponent can activate Phoenix Blast before you end your battle phase when Laquari activates his effect to tag out for another Gladiator Beast sending him to the top of your deck instead.

They must chain Royal Oppression to Laquari's effect to special summon another Gladiator Beast. Sending Laquari back into the deck is a cost for this effect, if they chain and activate Oppression Laquari stays in the deck (cost) and no Gladiator Beast is tagged in because Laquari was negated.

yeah basically if you use say the spell card Monster Gate you tribute one monster as the cost and they can chain oppression so you wouldnt even send cards to the grave looking for a monster to special summon. its one of those things that after the cost is paid the special summoning part just is negated and nothing happens
